The issue of regional inequalities is historical and has structural roots in Brazil.Since the 20th century, regional development policies have changed their visibility on the government’s agenda.Specifically, in the case of the Amazon, the Brazilian State’s measures towards this region were experimental, resulting in a problematic development process that, despite the existing potential, led to a socioeconomic framework marked by the exclusion of large population groups and incipient economy.There were paradigm shifts, but none of them had the power or organicity to change the scenario, nor to promote coordinated actions around a sustainable project NATURAL for the region.

Thus, this article aims to discuss governance for regional development, based on the Regional Development Plan for the Amazon (Plano de Desenvolvimento Regional da Tapered Candles Amazônia – PRDA), prepared in 2019 by the Superintendency for the Development of the Amazon.Our discussion departs from literature review and analysis of the Regional Development Plan, combined with analysis of documents from government agencies and civil society institutions, which allowed interpretations about the governance proposed by of the plan and the challenges for its implementation.The study concluded that, despite the measures ensured by the plan, there is a set of political, economic, and social factors, additionally to the institutional dimension, that may have consequences for the achievement of what the PRDA received as strategy for the development of the Amazon.
